Abstrak Disertasi Model Elektronik Governance Dalam Pelayanan Publik (Studi Kasus Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Makassar)

ABSTRAK
JUSMAN, Model Elektronik Governance Dalam Dalam Pelayanan Publik, Studi Kasus Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota makassar (dibimbing oleh Sulaiman Asang, Badu Ahmad, Atta Irene Allorante)
Penelitian ini bertujuan, Merekomendasikan Model penyelarasan elektronik governance untuk mewujudkan Pelayanan perizinan terpadu satu pintu (one stop service) pada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu.
Penelitian ini menggunakan Pendekatan kualitatif sebagai metode menyelasaikan masalah. Pengumpulan data menggunakan teknik wawancara mendalam, observasi dan dokumentasi. data dianalisis melalui tahapan analisis proses bisnis (business process), Analisis data kualitatif (reduksi data, penyejian data, penarikan kesimpulan), Analisis Kematangan Teknologi (Maturity), dan analsis SWOT.
Dimensi proses penyelarasan yang diukur kematangan (maturity) secara berurutan yaitu, non existent, Initial/ad hoc, repeatable, defenid, Managed dan optimised. Dimensi proses penyelarasan kewenangan pengelolaan perizinan dengan Tata Kelola  Teknologi dalam pelayanan publik masih mencapai tingkat Initial/ad Hoc hingga Defined atau tingkat kegagalan program masing tinggi.  Maka Dimensi Elektronik Governance diperlukan  melakukan perbaikan dan optimalisasi dukungan (support), kapasitas dan nilai (value) untuk mewujudkan keterpaduan dan penyederhanaan layanan. sedangkan Dimensi IT governance diperlukan dalam rangka peningkatan upaya perbaikan utomatisasi proses, perbaikan hubungan proses Tata Kelola IT, perbaikan sturkutur, proses dan mekanisme (hubungan) untuk mewujudkan proses penyelarasan dan proses intergasi. 
Mempertimbangkan dimensi e-gov dan IT governance, rencana strategis DPMTSP dan keputusan penyelarasan IT Governance, maka akhirnya disimpulkan bahwa Model Penyelarasan IT Governance Dinas Penanaman Modal dan PTSP adalah model keselarasan untuk mengintegrasikan antara fungsi layanan PTSP (one stop service) dan interoperabilitas antar aplikasi e-government.

JUSMAN.  Governance Electronic Model in Public Service. A Case Study at Capital Service and One-stop Service of Makasar City(supervised bySulaiman Asang, Badu Ahmad and Atta Irene Allorante)
The aim of this research is to recommend a governance electronic aligment model to realize one-stop service at Capital Service and One-Stop Service.
The research used qualitative approach as a model to solve problems. The data were obtained through in-depth interview, observation, and documentation. They were analysed through some steps, i.e. business process analysis, qualitative data analysis (data reduction, data presentation, drawing conclusion), technology maturity analysis, and SWOT analysis.
The results of the research indicate that aligment process dimensions of maturity ,measured respectively includes non-existent, initial/ad hoc, repeatable, defined, managed and optimized. Aligment dimension of authority to manage licensing with technology governance in public service is still at initial/ad hoc level up to defined level or program failure level is still high. Therefore, governance electronic dimension still needs improvement and optimized support and capacity and value to create service integration and simplification. Meanwhile, Governance IT dimension is needed to increase improvement efforts of automation process, relatinonship improvement of IT governance process, the improvement of structure, process and mechanism (relationship) to realize aligment process and integration process. Considering e-gov dimension and IT governance, DPMTSP’s strategic planning and decision of IT Governance aligment decision, it is concluded that IT Governance Aligment Model of Capital Service and One-stop Service is an aligment model to integrate between service function of One-stop Service and interoperability among government applications.
